I have looked at this as well and for the moment snopes and the other fact checkers have no confirmations- it is absolutely critical that the FBI finds out what app Musk has that tells him the outcome of the votes before everyone else- this was reported by Joe Rogan via hearsay.

To be clear what I have read is that those missing ballots were just not counted yet. I wait for the facts if they ever do come out.
