That is all of it in a nutshell - the issue is that humans are not capable to be equitable - win/win is not in the dna - it is warrior vs warrior and without some authority prepared to force you into some compliance homosapiens will steal whatever they can and justify it with whatever obscure reason they can find. Religion tried to deal with this but of course power corrupts all it touches or at least most.
